Every organization has to deal with operational risks, arising from the execution of a company’s primary business functions. In this paper, we describe a legal knowledge management system which helps users understand the meaning of legislative text and the relationship between norms. While much of the knowledge requires the input of legal experts, we focus in this article on NLP applications that semi-automate essential time-consuming and lower-skill tasks—classifying legal documents, identifying cross-references and legislative amendments, linking legal terms to the most (...) relevant definitions, and extracting key elements of legal provisions to facilitate clarity and advanced search options. The use of Natural Language Processing tools to semi-automate such tasks makes the proposal a realistic commercial prospect as it helps keep costs down while allowing greater coverage. (shrink)

Many philosophers have today a skeptic attitude toward the idea of free will, often because of arguments and evidence that come from neuroscience. Other philosophers claim however that no empirical evidence can shake our beliefs that we do enjoy free will and that, because of this, we are responsible for our choices and deeds. This article analyzes Wittgenstein’s view on the issue that went from the view advocated in the Tractatus to his later view that we are involved in two (...) different perspectives on human beings: the scientific perspective, which could in principle prove that we are causally determined and therefore unfree, and the perspective of common sense for which the faith in our freedom is unshakeable. At the end of the article the question of the tension between these two perspectives is raised. (shrink)

This holds also for the legal domain where several ontologies have been put forward to model specific kinds of legal knowledge. Both for standard users and for law scholars, it is often difficult to have an overall view on the existing alternatives, their main features and their interlinking with the other ontologies. To answer this need, in this paper, we address an analysis of the state-of-the-art in legal ontologies (...) and we characterise them along with some distinctive features. This paper aims to guide generic users and law experts in selecting the legal ontology that better fits their needs and in understanding its specificity so that proper extensions to the selected model could be investigated. The aim of this paper is to propose a theory of pluralistic realism, i.e. a theory that presents an idea of reality that embraces multiplicity both at an ontological and epistemological level. The basic ideal of this theory is that reality is inexhaustibly multifaceted and that, therefore, the ways in which human beings can account for it are diverse and multiple. This idea of reality also implies an idea of plural truth, i.e. as an openness and acceptance of diversity and (...) difference which can act as an antidote to the resurgence of fundamentalisms and totalitarian visions of reality based on the refusal of diversity, on the lack of ethical recognition-political-social difference and on the tendency to believe that one’s own reality and therefore one’s culture, one’s nation, one’s country are objectively superior to other realities, nations, countries, cultures. In proposing the reasons for this theory we will try to integrate Mario De Caro’s philosophical proposal of a «liberalized naturalism» or «pluralistic realism» with the phenomenological perspective of Vincenzo Costa based on the idea that reality is determined on the basis of the experience of the human subject. Previous works have proposed and utilized unsupervised lexical and semantic similarity techniques based on vector space models, latent semantic analysis and topic models. However, these techniques were evaluated on a small multilingual corpus of directives and NIMs. In this paper, we utilize word and paragraph embedding models learned by shallow neural networks from a multilingual legal corpus of European directives and national legislation (...) to develop unsupervised semantic similarity systems to identify transpositions. We evaluate these models and compare their results with the previous unsupervised methods on a multilingual test corpus of 43 Directives and their corresponding NIMs. We also develop supervised machine learning models to identify transpositions and compare their performance with different feature sets. This article seeks to address the problem of the ‘resource consumption bottleneck’ of creating legal semantic technologies manually. It describes a semantic role labeling based information extraction system to extract definitions and norms from legislation and represent them as structured norms in legal ontologies. The output is intended to help make laws more accessible, understandable, and searchable in a legal document management system.

This article describes the creation of a lightweight ontology of European Union (EU) criminal procedural rights in judicial cooperation. The ontology is intended to help legal practitioners understand the precise contextual meaning of terms as well as helping to inform the creation of a rule ontology of criminal procedural rights in judicial cooperation. In particular, we started from the problem that directives sometimes do not contain articles dedicated to definitions. This issue provided us with an opportunity to explore a phenomenon (...) typically neglected in the construction of domain-specific legal ontologies. Whether classical definitions are present or absent, laws and legal sources in general are typically peppered with a number of hidden definitions (in the sense that they are not clearly marked out as such) as well as incomplete definitions, which may nevertheless help legal practitioners (and legal reasoning systems) to reason on the basis of analogy or teleology. In this article we describe the theoretical basis for building an analogical lightweight ontology in the framework of an EU project called _CrossJustice_. We present our methodology for collecting the data, extracting the data fields and creating the ontology with WebProtégé, followed by our conclusions and ideas for future work. (shrink)

This paper describes the Eunomos software, an advanced legal document and knowledge management system, based on legislative XML and ontologies. We describe the challenges of legal research in an increasingly complex, multi-level and multi-lingual world and how the Eunomos software helps users cut through the information overload to get the legal information they need in an organized and structured way and keep track of the state of the relevant law on any given topic. Using NLP tools to semi-automate the lower-skill (...) tasks makes this ambitious project a realistic commercial prospect as it helps keep costs down while at the same time allowing greater coverage. We describe the core system from workflow and technical perspectives, and discuss applications of the system for various user groups. (shrink)

Study of the seven classical commentaries dealing with definition of invariable concomitance (vyāpti) according to the Navya-Nyāya philosophy.

In this paper we describe an experimental test of the validity of the Pauli Exclusion Principle (for electrons) which is based on a straightforward idea put forward a few years ago by Ramberg and Snow (Phys. Lett. B 238:438, 1990). We perform a very accurate search of X-rays from the Pauli-forbidden atomic transitions of electrons in the already filled 1S shells of copper atoms. Although the experiment has a very simple structure, it poses deep conceptual and interpretational problems. Here we (...) describe the experimental method and recent experimental results, which we interpret in the framework of quon theory. We also present future plans to upgrade the experimental apparatus using Silicon Drift Detectors. (shrink)
